Literally, it is a collection of third party Hugo modules and tools, which aims to

  • Help developers quickly build modular themes with existing modules.
  • Help users extend existing theme's functionalities.

To be clarified, you might be confused by the organization name, but it isn't maintained by official Hugo team.
