This PR updates the Debian and RPM packaging for this project and the CI workflow that tests it.

Thanks Duncan!! I think I hadn't realised the importance of python-sbank.spec in what the packaging was doing ... Still not sure I understand exactly what the changes has changed, but happy if it builds!
