Fix scrollable containers by adjusting islands logic #12673

Make scrollable containers islands and move the scrollable island wrapper to decide container

Why?

Fixes the containers, notably allowing them to be rendered in storybook and fixing the carousel (e.g. buttons weren't triggering the scroll)
