Removes the dependency on the releasetool publish-reporter for reporting release results back to the pull request, by reimplementing the logic in Ruby. Obtains the credentials from Secret Manager, exchanges with GitHub for an auth token, and makes the necessary GitHub calls to reproduce the reporting.
