Support for upgrading the device from an swconfig based image to an DSA based one was accidentally removed in 07e8343.

Support for upgrading the device from an swconfig based image to an DSA based one was accidentally removed in 07e8343.
This PR targets the v2023.1.x branch because we've since switched the OpenWrt Release in master and dropped the patch in the process.
