This is an alternate merged version of the prior commits I made, if you decide you want the whole package.

Added skipextras / skipgames to backup as well
update, download and verify.
All ids/skipids support both title and (numeric) id
For existing download skipids changed syntax to be consistent with other
multiple inputs.
Made it possible to use ids/skipids when checking for updates / new games
as well.
Reverted treating New games as Updated (it made it impossible to check for
updates to games in manifest while not also adding new games)
Fix Derp where ids could be incorrectly reported for empty downloads, in the case where the ids matched but none of the games were new/updated.

Restores support for -id as a single entry selection filter, so that existing scripts work as expected.
Deduplication now accounts for if an identical file is listed twice , and preserves the structure of exe+bin sets.
Adds support for downloading Galaxy installers
Fixed Backwards compatability on Downloads

Fix bugs in Import/Verify/Backup if ids not specified.  Fix incorrect variable in DLC processing.
Fixes GOG using a different encoding for ( , ) , etc in file names. Also
fixes some minor typoes. Should also restore Python3 compatability.
