For a contributor, it would be nice to have Passage code format setting installed, if it is possible.
It is possible. The simplest way I usually go for this, is to enable the preference recorder in my Eclipse's preferences, set those preferences I need/want and then let the preference recorder save it into my user preferences. From my personal user preferences I then drag-and-drop the desired elements into the setup file.
We have project-level formatting settings for every project, like in Eclipse Platform. It was done exactly for the case when contributor want to import a project to an existing workspace nad change the code.

That's indeed better if one has more than one Oomph-projects with conflicting formatter settings imported into the workspace.
But at least in the preference files org.eclipse.jdt.ui.prefs and org.eclipse.jdt.core.prefs committed to the org.eclipse.passage.lic.base project I cannot observe any formatter related settings. I only noticed clean-ups.
