Added two new layers: Watercolor and Toner.

Also fixed a bug where tiles in jpg were required to end in jpeg or else the script would not find them. Now tiles of that format can end in jpg or jpeg. Whatever value the tile server supports is what belongs in layers.php.inc.

Version 1 of StaticMapMaker. This project is a fork and subsequent modification of StaticMap, which means although the actual editing history on this project is short, if we consider the pre-fork history, it's quite long. This is why we're going to Version 1.0 for what looks like a very young project.
