Add of a get_random syscall taking a u64 seed as parameter and generating a random u256 and a proof over the curve25519.

FYI, we have just bumped Dojo to using blockifier commit e6e9c90 (cairo-2.4 branch). So, you might want to merge this to that branch instead.
