This achieves better compatibility to the Azure CLI and Terraform. This DEPRECATES the AZ-environment variables.

This introduces the azure arm64 image, that I recently came across.
Also, it deprecates the AZ environment variables so one doesn't need to duplicate variables for CloudControl and Terraform
