[CI] Bring back core release processes #8108

After #7987, we temporarily disabled a number of release services so that it would be easier to test a draft version 6 release without spamming external repositories/services.

Since we did a prerelease (https://github.com/diffblue/cbmc/releases/tag/cbmc-6.0.0-alpha) earlier today and everything worked fine (at least with regard to process), we are now bringing these core processes back in preparation for the final v6 release.

We should get at these these 2 things done first -

The following PRs are also tagged with version 6 still -

I think the above 3 should also either be merged or re-tagged before the release.
