Remove VVA service tile from monitor application (#154)

  • Update monitor_job.rb

Removed VVA from monitoring services as it is no longer needed and is displaying a consistent error.

  • Remove additional VVA service references from codebase.

The connect_vva gem was also dropped as a dependency.
