Addresses issues #23 and #22

Updating is advised, as people can permanently lose some of their items, if they manage to insert the item into the EnchantGUI menu window.

• Ability to completely turn of the economy aspect of the plugin, so everything is free.
  • Vault is not required if payment-option is set to disabled.
• Can now pay with XP levels instead of money.
  • Vault is NOT required if using XP instead of money.
• No more empty spaces where the user doesn't have permission for the enchant
