Rename to rfc6555

The final packages should be called python38-rfc6555 and python39-rfc6555. How does that work? It's apparently automatic! Anyway, it looks like the python.org cygclass is expecting to not have the python- bit in the name -- the download doesn't work when it's there -- so try with it removed.
