Introduce the new "owner_id" property since the 'repo owner' property is already used to represent the username
To be used primarily when the commit sender lacks an identity associated with an account registered in LifeMonitor.

This PR fixes the identification of the LifeMonitor user to be used for submitting workflows on LifeMonitor, starting from an update of the corresponding workflow repository on a Github organisation.
