This PR adds a functionality to access pummeluff through a command line interface. Currently only list of the registered tags is implemented. It is called through
mopidy pummeluff list.Moreover, this is especially useful if you want to list or un/register tags without the web interface (e.g when logged in on the pi through ssh).

tag_readeroperator withoutmopidy.corea callback function has been added. This way, thetag_readeris independent ofmopidy.core.
