Create a galera user that will run the daemon instead.

Note that the underscore prefix for the user is a Debian recommendation and so may not be relevant for other distro. See: https://www.debian.org/doc/debian-policy/ch-opersys.html#users-and-groups

Note that https://salsa.debian.org/mariadb-team/galera-4/-/merge_requests/8 was merged in Debian. Please merge this upstream as well to avoid drift in Debian packaging.
