I think no_star.sql and policies_with_admin_rights.sql macros are doing essentially the same thing, one is used in cis and the other is in the foundational security. I think we should combine these two and maybe use the policies_with_admin_rights.sql macro as that excludes ARNs like 'arn:aws:iam::aws:policy%' which I think are system default? Let's double check this and if we combine them/drop one then update the model to call the remaining macro
