fix: factor network traffic into byte gas costs and increase memo size

Description

Currently, network traffic isn't factored into byte gas, and in extremely large txns, the network gets heavily taxed.

This PR will allow for slightly larger memos (1kb) (memo change can be separated for easier consideration if need be) and 10x the byte gas cost.
