Bump UCO-unstable and CASE-unstable pointers; apply syntax fix
Both pointers need to be updated in order to catch an issue raised in CASE by a new test in UCO. This patch applies a needed fix for a new vocabulary. With the vocabulary fix, no effects were observed on Make-managed files.
