[ADP-3224] Delete old workflow runs (#4277)

We have abandoned workflows that are stuck there because runs are
permanent.

I added a workflow to cleanup on request old workflow runs. It was
copied from [here](https://github.com/Mattraks/delete-workflow-runs)
