'Open in new tab' breaks on ca-nav tabs

This is broken on many levels. Ultimately it would be better to have something based on app-router, but for now, lets at least not use <a href> where it doesn't work.

Will need to check accessibility on this too.

There’s a better nav using app-router used in the taas-admin-ui (non-public) project.

Perhaps worth superceding. app-router looks a far better basis. Maybe deprecate this component.
