Given that Rebar3 uses the MSVC compiler toolchain to compile enacl rather than MinGW, it seemed more consistent to use the MSVC variant of the
libsodiumstatic library (whose extension is.lib) rather than the MinGW variant (whose extension.dll.a). Hence this PR changes the expected name of thelibsodiumstatic library fromlibsodium.dll.atolibsodium.lib.
