[Doc] Migrate obsolete IPs: axi_ad9144 & axi_ad9371 (#1491)

docs/library: IP doc. migration from Wiki for axi_ad9144 & axi_ad9371 & new section

- These IPs are obsolete, last present in 2019_r2 release
- Added a new section called 'Oboslete IPs'. The section
can be viewed in 'IP cores' section
- Added a new section called 'Oboslete Projects' for this kind
of projects.
