Reorganizes system symbols and system macro IDs.

Removes gaps
Ion 1.0 symbols remain in the same place, SIDs 0-9
Similarly-purposed symbols should group together
System macro names in system symbols should be in same order as system macro ids
System macros are organized with similar macros together
