Add pre-commit CI lite for automated fixes

Description

This PR adds pre-commit CI lite to the repo which allows for automated fixes (where possible) within PR's. This is intended to be a time saver where fixes could be automatically applied to help a PR towards completion / merge / review.

What kind of change(s) are included?

• Documentation (changes docs or other related content)
• Bug fix (fixes an issue).
• Enhancement (adds functionality).
• Breaking change (these changes would cause existing functionality to not work as expected).
