I don't know why the AppVeyor build fails. It may have something to do with the fact that it uses MS Build 12? Maybe because it doesn't restore NuGet packages? |

This was a significant effort (not unlike @renklapper's from March 2019). Please feel free to discuss. I'd really like to get this repo updated so the NuGet package can be updated.
