Context (if applicable):
We're in the midst of package refactoring to make it robust and maintainable. To make this process well organized, it would be good to have a central place to track and discuss the overall direction and progress.

Description of the change:
I've added the discussion points by @EarlMilktea et al, to CONTRIBUTING.md. I will keep this draft.
