Release before deleting the hyperparameter tuning content

We're planning to submit a version to VLDB 2020 (July deadline) without the hyperparameter tuning and bayesian optimization materials.
I'm creating this release so we can easily track when did we remove the BO and Hyperparameter tuning materials from the paper.
