This PR takes from:
PR15512, PR15552, PR15605, PR15646, and PR15766.
Changes a preexisting borg printer item into something everyone can use, pre-populated with a number of pre-written paperwork forms to facilitate paperwork gameplay. Said printers can also print out blank forms to be filled out on the fly; credit above to those who created the forms, as well as the sprite.
If people have suggestions of forms they'd like to add, they're free to do so! It is relatively simple to add paperwork, we'll just need the raw text pasted into them.
