Fix for pages like this https://www.sefaria.org.il/topics/machloket-lshem-shamayim?tab=admin where there are only notable sources and no non-notable sources
Code Changes
Assumption in processTopicsData() was that the "sources" tab exists if there are notable sources. Now we check that that's true.
