I've added a Makefile for building the Win64 DLL with gcc (MSYS2) from an ordinary Command Prompt. Like the MSVC project file, this outputs the DLL to a folder named "output". This will be useful for those of us who don't work with Visual Studio and prefer gcc instead :)
