Description of Changes
Sets alpha required correctly for 8H, 4HH, 4HL formats.
Rationale behind Changes
before it was checking if the source format used the alpha, which isn't important in formats which originate from the targets alpha channel.
Suggested Testing Steps
Already tested, no visible changes (but there is on the RTA PR)
