Creating such a start menu entry is a leftover of the ancient Win 3.x time where there was no central control panel for removing programs.

Many people actually find it useful. On modern versions of Windows the shortcut is automatically hidden from the Start menu. But it still shows up in search results for quick access.

Yeah, it's automatically hidden from the Start Menu in Windows 10, for example. One more reason to follow the official guidelines and get rid of that unnecessary shortcut, in my opinion.
