Create workflow to automatically update CUDA-Q commit #36

This workflow automatically fetches the latest commit from NVIDIA/cuda-quantum/main and creates a PR to bump the commit. This will automatically run once per week (Saturday morning for now).

And also refer to the corresponding automatically generated PR: #40

Due to the fact that a bot is creating the PR, we need to manually run /ok to test on the auto-generated PR to get it tested, so this on reduces the manual intervention required; it does not eliminate it.
