• Setup, including default taxonomy

Pre-Release 0.0.4

This pre-release has most of the tagging process working.
The following bugs and missing features are known:

• A closed article can still be served up
• The options for article strategy don't match the strategies we've implemented
• Lots of work on article strategies coming up, including time limits and jitter
• AutoML integration has just started
• Another plugin is required to set user role to TaxonomyEngine reviewer
• The Reports page doesn't have anything in it
• The "Taxonomy" page doesn't have anything in it
• We need some setup scripts, including a basic taxonomy setup
