Notes from teleconferences.

- Build UserGuide in separate repo https://github.com/MDAnalysis/UserGuide/
- more agile development possible (decouple from restrictive workflow on the library code)
- @lilyminium has admin rights on the repo to be able to fully control development
- will appear as https://www.mdanalysis.org/UserGuide
- use CI from https://github.com/MDAnalysis/MDAnalysisTutorial as a starting point
- use reST as markup language (added after email discussion)
- Start collecting existing resources outside of the current docs in the wiki page resources.
- We will communicate by email (developer list preferred), GitHub issue tracker, and teleconferences (zoom/skype). We will schedule teleconferences when needed. Anyone can request to hold a telecon. Because of timezones, a telecon will typically involve @lilyminium and one of the mentors. If all three need to meet then pretty much the only sensible time is 6am AU (+1) / 9pm UK / 1pm AZ.
- Set up repository for UserGuide (@richardjgowers)
- Develop a sphinx skeleton for the UserGuide. (@lilyminium)
- Be able to locally build and proof-read the docs. (@lilyminium)
- Read through existing FAQ, mailing list archive, and "gray" docs (see resources) to identify key concepts that should be highlighted for users. Start collecting such notes on this wiki.(@lilyminium + mentors)
- Generate a list of concrete deliverables for the first 4 weeks of GSoD (starting Sept 2, 2019). (@lilyminium)
