someone uses the nickname of an account that has enforcement enabled, and
fails to login to the account in time, the nickname will be taken off of
them and then locked. This will subsequently prevent you from using it too,
requiring you to release or regain it first:

I think this paragraph should be rewritten to draw focus away from the support burden ENFORCE-by-default would place on staff and more toward what to do if nick enforcement is preventing rightful use of a nickname.

I'm currently leaning towards merging the current version, and then see about rewriting that paragraph later.
