Death Of MV2

As Google is killing off Manifest Version 2 and with
it the effectiveness of most AdBlockers, it also forces
all extension authors to switch to it, latest 2024 when
even the enterprise support stops.

The plan for Neko is to transition to a standalone app.

This isn't an easy step, and has been tried before but
it seems like the only non-compromising solution.
