- Let's not add the arm links yet but stick to trying to infer the link instead, this should work for most recent versions according to some spot checks.
- There many permutations now, so let's remove some
- This is needed so we don't restore the installer from the wrong arch

Arm runners is available on github runners
Windows arm runners are coming in the following weeks.
Nvidia is merging together ARM64 and SBSA cuda and drivers.
Also Windows cuda arm is coming.
so, this PR is prepared for that only change links and adding windows-arm runner.
