  • Arm runners is available on github runners

  • Windows arm runners are coming in the following weeks.

  • Nvidia is merging together ARM64 and SBSA cuda and drivers.

  • Also Windows cuda arm is coming.

so, this PR is prepared for that only change links and adding windows-arm runner.

So, feel free

thanks mate! In the future only we should change links of sbsa and the upcoming windows arm drivers links

- Let's not add the arm links yet but stick to trying to infer the link instead, this should work
  for most recent versions according to some spot checks.
- There many  permutations now, so let's remove some
- This is needed so we don't restore the installer from the wrong arch
