Update flood input to non structural damage for combined wind wave surge building damage

The input type for the flood component of Combined Wind Wave Surge building damage should be non-structural damage, currently, it is ergo:buildingDamageVer6. The rest of the algorithm remains the same, but that input should chain with non-structural damage. Fixing this depends on updating non-structural damage to support flood #562
