Sub-minute tracking support

Added sub-minute tracking support on all feature tracking.

  • The intermediate and final pixel-level mask files now have seconds in the filenames (e.g., yyyymmdd_hhmmss).
  • Analysis and visualization codes have been updated to work with the new files.
  • Added MCS tracking using collocated Tb + 3D radar reflectivity + precipitation.
  • Added generic 2D feature tracking with two methods to define objects.
