About the PR
Added Russian accent, based off of YogStation's basically 1 for 1. Bing took about 45 minutes to write this up, I haven't proofread much and have mostly been fixing things.
Why / Balance
Based on discussion with Colin in October, where we + a few people agreed it'd be cool however could not be disruptive and cannot use non-english characters.
