The Level3TransmissionStatus is a string (not bool?) - this causes deserialization errors when Capturing payments with Level 3 data (PurchaseLevel set to "3") - This will correct this issue -
Fix to comment to reflect whats actually returned from CyberSource ("Y" or "N")
Move version to .39 since .38 is in production and released

This fixes deserialization issue with Level3 data - Status is a string, not nullable bool -
