UHF-11043: Add additional visual fixes for the Askem block

What was done

How to install

• Run make fresh on backend
• Run nvm use; npm install -g yarn
• Run yarn build; yarn start (prefetching is disabled on yarn run dev)

How to test

• Check that the there is now 24px gap between the header and reactions.
• Check that the header font is 18px
• Check that the input header (What information were you look...) font is now 18px and not bold.
• Check that the disclaimer text (Feedback will not be answered. Feedback wi...) font is now 16px.
• Check that the form submit button under the textarea doesn't move on hover when disabled or not.
• Check that code follows our standards
