A minimal collection of deployment scripts

To test whether the models can be trained and predictions generated on the fly on the server:

• Make sure you pip install -e .[dev] (some of the dependencies can be dropped later).
  Run scripts train_model.py and predict.py in cities/deployment/tracts_minneapolis.

For now this assumes you have installed the package as is. Later on we can prepare a slim version.
