Description
In this PR we enable and fix as many tests are possible, we run them in the CI and we change some GH workflows, actions and templates.
Some tests are skipped as they depend on
simapp, where the validators init is different from v2, or the delegation is required.Also,
goversion is bumped for all modules, andheimdall-v2dependency has been fixed from an unknown revision tag forconfixpackage.
