Describe the bug

We include a tutorial using the typicode-todos branch of this repository in Zowe Docs. Attempting to run npm install after checking out the typicode-todos branch produces many npm warnings and ultimately fails when trying to acquire a copy of the @zowe/perf-timing package.

Expected and actual results

The npm install command should not fail when preparing to build the typicode-todos branch.

Node 18.19.0
npm 10.2.3
