Incorrect fee for Zerocracy users

WTS claims that fee is 2% for Zerocracy users, but when I sold some ZLD it takes 8% fee:

@g4s8 this is a bug with our HTTP request to 0crat.com/known. Sometimes it fails and we assume that the user is not known. I'm not sure how to fix that, but will think...
