Plugin - Add potential web interface

It might be neat to have a web interface for Chaskis that admins and see the status of it, etc.

However, we may need to consider adding additional handlers... Chaskis Handlers maybe? That way the web interface can know when we've disconnected, which plugins are active, etc.

Not sure what features this will have yet, but we'll see.
